Belvedere council upholds $254K fine for overdue construction on Eucalyptus Road

A Belvedere Island couple who missed a city-imposed construction deadline by more than eight months has lost their bid to have the $254,400 penalty fee reduced or waived entirely.

The City Council at its Aug. 12 meeting voted 3-0 to uphold the construction-time-limit fine imposed on Laurent and Marguerite Lefouet after they finished the addition and extensive remodel at 22 Eucalyptus Road some 257 days late. Councilmember Sally Wilkinson was absent, and Mayor Peter Mark recused himself from the vote because he lives within 500 feet of the property.

It was one of two construction-time-limit penalties upheld by the council at the meeting; the board also voted 3-1 to reject an appeal from 89 West Shore Road homeowners to waive their $7,800 penalty, though the board did agree to reduce the fee by more than half, to $3,600. Mark cast the dissenting vote.
